Immigration versus Job
The best way to explain where the money is coming from is in the comparison of Small Federal Agencies. It comes down to a failed job creation program versus immigration. As spending starts to taper off, the funding used to create jobs is used to create the boarder security and immigration acceptance programs. However, the proposed expenditures exceed the total amount by 30 billion or so dollars. It has to come out of the military cuts and entitlement reform.
The Department of Labor considers low paying/entry jobs as a equal for mid to top level job. Many mid to top level jobs are transition into entitlement paying jobs. This cause upward mobility problems caused by an Aging American Population as stated by US Census 2010

Obama FY2014
Here is a Graphical Representation of OBAMA Proposal based on Spending for the for the four largest drives of the US Budget. Let me know what you think. I have included a trending line for the US Department of Treasury which appears to be flatting despite the exponential increases.

Military Pay Raises
Here are some information on military monthly pay that will help in cutting the budget. Like in industry, a normal practice for company to survive a competitive business environment is to cut pay. We see the effects of a running away military spending with the fall of the USSR. After some research (FOIA), it appears that Defense Finance Service has been hiring untrained and unqualified people to handle projections and forecast in military pay. They do not take account standard of living, standard of living of average american, age group, and other variables because of lack of training or just plain lying on their resumes. There appears to be a distinction when you take into account job growth especially starting in 2008. Military pay need to be frozen and/or cut in order to match up with the line average. Forty years is a long time to normalize pay. The job creation during 2008 to present has been extremely low unlike the 1990 to 2007.
